Children born before 1 January 2019
The parents of children born before 2019 will retain a number of acquired rights, namely the linking of the basic amount to a ranking order (of various children within a family) and to an age (extra allowance at 6, 12 and 18 years). They will maintain this until they leave education (max. 25 years). A family will therefore never receive less than before the switch to the 'Groeipakket'.

For the social allowance, the amounts for children born before 2019 are based on the indexed amounts of the “old” child allowance rules. They do however have a wider scope of application, apart from the socio-professional status. With an income under the income limit of €30,984.00 per year, the parents of each child, regardless of the date of birth, can benefit from this allowance. The social allowance for families with an annual income below €61,200.00 will apply provided that a third child or subsequent child is born from 1 January 2019.
From the 2019-2020 school year, the parents of children born before 2019 will also be eligible for a possible school allowance depending on the family income.
The care allowance for children whose parent(s) died before 2019, foster children and children with a disability born before 2019 will continue to be based on the “old” child allowance rules.
The 'Groeipakket' for a family with children born before and after 2019 may therefore be a mix of “old” and “new” amounts.
